Guidelines on the Grant of Collective Negotiation Agreement (CNA) Incentive for FY 2019

6. The CNA incentive must be granted to employees who have worked for at least four months in the government agency or office as of December 31, 2019.
7. The CNA incentive must be pro-rated for employees who have worked for less than 12 months in the government agency or office.
8. The CNA incentive must not be used to offset any existing obligation of the government agency or office to its employees.
9. The CNA incentive must be charged against the available funds of the government agency or office.
10. The CNA incentive must be included in the payroll for the month of December 2019.
It is important to note that the grant of the CNA incentive is subject to the availability of funds. In case the government agency or office does not have sufficient funds to grant the incentive, it may explore other options, such as the use of savings or the re-alignment of funds.
